ruff is a flake8-compatible Python linter written in Rust.
It supports the flake8 plugins that we use and is significantly
faster in testing.

Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

setting and use it everywhere.
