The way this is supposed to happen in debhelper is to run `dh_shlibdeps`, which in turn runs `dpkg-shlibdeps`, which spits things out into `debian/<package>.substvars` whence they can later be included by `control`. Previously, we had disabled `dh_shlibdeps`, mostly because `dpkg-shlibdeps` gets confused about PIL's interdependent objects, but that's not really the right thing to do and there is another way to work around that. Since we don't always use postgres, we don't necessarily want a hard Depends on libpq5, so I've actually ended up adding an explicit invocation of `dpkg-shlibdeps` for `psycopg2`. I've also updated the build-depends list for the package, which was missing a couple of entries.

MSC1301 also specifies a behaviour for federation (only returning the profile if the server asking for it shares a room with the profile's owner), but that's currently really non-trivial to do in a not too expensive way. Next step is writing down a MSC that allows a HS to specify which user sent the profile query. In this implementation, Synapse won't send a profile query over federation if it doesn't believe it already shares a room with the profile's owner, though. Groups have been intentionally omitted from this commit.
