Add admin API to list users' local media (#8647)
Add admin API `GET /_synapse/admin/v1/users/<user_id>/media` to get information of users' uploaded files.

+Gets a list of all local media that a specific ``user_id`` has created.
+The response is ordered by creation date descending and media ID descending.
+The newest media is on top.
