Implementation of
[MSC4133](https://github.com/matrix-org/matrix-spec-proposals/pull/4133)
to support custom profile fields. It is behind an experimental flag and
includes tests.

During the migration the automated script to update the copyright
headers accidentally got rid of some of the existing copyright lines.
Reinstate them.

Removes files under tests.util from the ignored by list, then
fully types all tests/util/*.py files.

Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.
