It is causing a failure when building release debs for `debian:bullseye`
with the following error:

sqlite3.OperationalError: near "RETURNING": syntax error

During the migration the automated script to update the copyright
headers accidentally got rid of some of the existing copyright lines.
Reinstate them.

R30v2 has been out since 2021-07-19 (https://github.com/matrix-org/synapse/pull/10332)
and we started collecting stats on 2021-08-16. Since it's been over a year now
(almost 2 years), this is enough grace period for us to now rip it out.

`COUNT()` never returns `NULL`. A `COUNT(*)` over 0 rows is 0 and a
`COUNT(NULL)` is also 0.

Instead of proxying through the magic getter of the RootConfig
object. This should be more performant (and is more explicit).

Removes all redundant `# -*- coding: utf-8 -*-` lines from files, as python 3 automatically reads source code as utf-8 now.

Hopefully, N(extremities) * N(state_events) is a more realistic approximation
to "how big a problem is this room?".

This was a bit unweildy for what I wanted: in particular, I wanted to assign
each measurement straight into a bucket, rather than storing an intermediate
Counter which didn't do any bucketing at all.
I've replaced it with something that is hopefully a bit easier to use.
(I'm not entirely sure what the difference between a HistogramMetricFamily and
a GaugeHistogramMetricFamily is, but given our counters can go down as well as
up the latter *sounds* more accurate?)
